Abstract

This study addresses the gap between exegetical scholarship, which has read verse 87 of Surat Yunus as a purely devotional text, and administrative scholarship, which has built its models on contemporary Western references; consequently, the organizational structure latent in the verse has remained unexamined. Its significance stems from the scarcity of studies that treat the Qurʾanic text as a source capable of yielding an analyzable organizational structure. The research aims to uncover the administrative dimensions of the directive to Moses and Aaron (peace be upon them) to take dwellings, make them a facing Qibla, establish prayer, and give glad tidings; to reconstruct these dimensions into an integrated analytical model; and to compare it with contemporary leadership concepts while methodologically delimiting that comparison. It adopts the analytical-deductive method: reading the linguistic and exegetical meaning through principal works of tafsir, deriving the organizational elements, then placing them in dialogue with administrative concepts—employing the latter to illuminate the text rather than impose categories upon it. The study concludes that the verse embodies a four-function strategy transforming the home into an organizational cell that combines logistical construction, spatial-security organization, moral cultivation, and expectation management, in a circular integration that sustained the resilience of the Children of Israel until liberation. Its scientific contribution lies in incorporating Qurʾanic narrative into administrative studies as a source for producing analytical models rather than mere homiletic narration, and in offering a model applicable to rehabilitation programs for communities emerging from oppression and conflict.
