Political Deterrence in the Umari State: A Geostrategic Analysis of Pre-Modern Power Systems

Abstract

This research addresses a problem arising from the dominance of the modernist approach in interpreting political deterrence, which has largely associated the effectiveness of deterrence with military power, the capacity to inflict punishment, and the management of hard-power balances. The study seeks to examine the Umarian model as a political experience that reveals broader dimensions of deterrence beyond its reduction to military force, through analyzing how the political sphere was managed in a manner that preserved state cohesion and reduced the likelihood of threats emerging from within its structure. The research adopts a historical-analytical methodology while drawing on selected tools from contemporary political and geo-strategic analysis to explore the relationship between political governance, stability, and deterrence in the Umarian experience. It further examines the mechanisms through which the political sphere, resources, and military power were organized within a framework that maintained political unity and prevented the emergence of parallel centers of influence. The study then investigates the geo-strategic implications of the Umarian model and compares it with certain modern concepts of deterrence from a functional perspective, without assuming historical equivalence between differing contexts. The findings indicate that the effectiveness of deterrence in the Umarian model was not based solely on maximizing military power, but rather on the state's capacity to manage the political sphere and reduce its propensity to generate threats before they evolved into visible crises. The study also demonstrates that the deterrent effect of power is realized when it contributes to reorganizing the political sphere and reshaping the surrounding political and strategic environment, thereby opening broader horizons for reconstructing the concept of political deterrence beyond its reduction to military coercion and hard-power balances..
