The international relationship in the Islamic state is closely linked to the universal character of shari'an. This paper seeks to clarify these principles in an introductory and two topics. The first topic dealt the foundations of international relations at the time of weakness and the foundations of international relations at the time of power in the second topic. The researcher went through that descriptive and analytical approach. And reached several results that the Islamic State can not neglecte the duty of dawa, and that dawa is based on the principle of peace, with the need to fight to defend it in the event of the risk.
