This study investigates the concept of “terrorism” (irhāb) in the Holy Qur’an, clarifying its meanings in various contexts, particularly the political context. It highlights the differences between the Qur’anic concept and the modern understanding of terrorism, given the negative association often drawn between Islam and terrorism. This necessitated revisiting Islam’s foundational sources to dispel misconceptions that have distorted its image. The research adopts an inductive-analytical method, gathering and analyzing all Qur’anic verses containing the root “رهب” (rahaba), with a focus on their contextual meanings, especially in political usage. The findings show a significant difference between the Qur’anic meaning of terrorism and its modern, internationally accepted usage. The study concludes with a definition of political terrorism that aligns with the Qur’anic perspective. Unlike previous studies, this research emphasizes the role of context in shaping meaning, clarifying that while the root retains a consistent core sense of fear or awe, its political applications in the Qur’an provide a nuanced dimension.
