The Impact of Human Resource Development on Service Quality on the "Kawader" Platform

Abstract

This study examined the impact of Human Resource Development (HRD) on service quality within the Kawader platform in the State of Qatar. The research was motivated by the need to strengthen HRD as a key component of Qatar’s developmental agenda under Qatar National Vision 2030, amid evidence of a gap between the advancement of digital platforms and actual service quality. According to the Organization for Economic Co-operation and Development (OECD, 2021), approximately 60% of variations in public service quality are associated with human and organizational factors. The study aimed to analyze HRD practices implemented through the Kawader platform and assess their contribution to enhancing employee capabilities, institutional performance, and service quality outcomes. The research adopted the inductive and descriptive-analytical approaches. The findings indicated that the Kawader platform has evolved beyond a job advertisement portal into an integrated strategic employment ecosystem that supports citizens throughout their career pathways. The study recommends expanding integration between governmental entities and the platform and introducing advanced digital services, including verified CV services and direct connectivity with governmental training platforms to enhance user experience and strengthen employment outcomes.
