الملخص

Digital identity is a foundational capability of digital government, yet prevailing centralized identity systems concentrate sensitive citizen data, create single points of failure, and often provide limited interoperability and user control. This paper presents a qualitative conceptual analysis of blockchain-based identity management for government services, emphasizing the role of smart contracts in secure and automated identity verification. A concept-centric review of academic literature, international standards, and policy reports was used to identify the principal constructs, risks, and design requirements of decentralized identity. The synthesis informed a layered reference architecture comprising a citizen identity wallet, government credential issuers, a permissioned consortium blockchain, smart-contract services, and encrypted off-chain storage. The framework uses decentralized identifiers and verifiable credentials to separate proof from disclosure, while smart contracts coordinate registration, credential status, consent, authorization, and immutable audit events. Comparative analysis indicates that the proposed model can reduce centralized attack surfaces, strengthen traceability, support selective disclosure, and improve cross-agency interoperability. These benefits remain conditional on secure contract engineering, key recovery, privacy-preserving storage, scalable governance, and legal recognition. The study contributes an integrated socio-technical framework and a staged adoption roadmap for public institutions. Because the analysis is conceptual, the framework requires validation through prototypes, performance testing, security assessment, and citizen-centered usability studies before production deployment.
