Linguistic phenomena are the basis for building the Arabic language. It is the safety of the language figures and its senses. If the ladder of teaching linguistic phenomena is correct, its output and faces of language skills, on top of which are reading skills and favored with a class that is difficult to recognize, is a mix between talent and the difficulty of learning. There have been numerous studies dealing with teaching and learning of reading skills. But is learning reading skill enough? Therefore, the current research seeks to study the effectiveness of a proposed program based on teaching linguistic phenomena in developing reading skills for gifted students with learning difficulties at the primary level in the State of Kuwait. The research community was represented in primary school pupils with learning difficulties in the State of Kuwait, where a sample of (26) male and female students was chosen for the experimental and control groups (i.e. 13) for each group, who are studying in the Kuwait English School. To achieve the research goal, the semi- experimental approach was used, and a pre- and post-measure was prepared to measure the performance of students in the experimental and control groups. In order to identify the effectiveness of the proposed program based on teaching linguistic phenomena in developing reading skills for gifted students with learning difficulties. The results showed that there were apparent differences between the two groups in the dimensional measurement in favor of the experimental group. This means that there is an effect and a real impact of the proposed program based on teaching linguistic phenomena in developing reading skills for talented students with learning difficulties in the primary stage in the State of Kuwait. At the end of the research, some proposed studies related to the results were presented
