The research identifies that there is a shortage at developing the skills of decision making and creative thinking of the talented students of the sample. This research tries to help with that problem. This research tries to offer a methodology to construct an entrenchment program that could enhance those skills. The research used the Qualitative methodology and the Experimental grouping to build up groups of application and used pre and post- assessments for a decision making measurement. The researcher prepared those material: A list of the decision making and creative thinking sub-skills and the booklet of the enrichment programme (Environmental problems and issues) then he made up the following tools ; The Decision -Making skill measurement and the Creative-Thinking skill measurement. The search results indicated: There is a significant difference of (0,05) between the average marks of the talented students of the sample at the pre and-post tests of each sub-skill of the Decision-making measurement and even for all its sub-skills in favor for the Post test. The results also indicated There is a significant difference of (0,05) between the average marks of the talented students of the sample at the pre and-post tests of each sub-skill of the Creative thinking measurement and even for all its sub-skills in favor for the Post test. With regard to the proposed enrichment program, the results indicated that the program has significant effectiveness at developing both skills of Decision making and creative thinking of the talented students of the sample as the Blake modified gain ratio was (1.24) which is a high ratio. She indicated The results of the Effect size Eta"²η " Squared reflects that the suggested program has great effect on improving all the sub-skills of the Decision making skill at a ratio of (0.9926) and explained contrast ratio of (99.3%) and showed also improvement at all the sub-skills of the Creative Thinking at a ratio of (.7637) and explained contrast ratio of ( 76.4 %). There were also many valuable recommendations of this research, i.e the urgent need to review the objectives of the Social Studies curricula of Primary and Middle schools and to include the skills and attitudes that help improve the skills of Decision making and Creative thinking. In addition, the research recommended that the Technology and communication revolution should be invested in differentiating instruction and activities at schools and teachers to be supplied with all needed books that help them apply that.
