Role of HR Empowerment Strategy in Achieving Strategic Objectives

Abstract

The study aimed to recognize the role of the empowerment strategy in achieving strategic objectives and improving HR management functions for staff. On one hand, this can occur by identifying the concept of managerial empowerment and the role of HR management in raising productivity, developing staff performance and liberating them from traditional constraints. On the other hand, it also occurs by staff's participating in the executive power and knowing the ILO's future plan through following the HR empowerment strategy (HRES) and the Omani vision for the future under this strategy.


Actually, the problem with this research is the lack of studies on the studied topic, and the willingness of organizations and institutions to implement the HRES in their future plans. Therefore, the study has adopted the analytical descriptive approach as appropriate to the nature of its objectives.


Consequently, the study concluded a set of findings in which the most important is the empowerment strategy strengthens the relationship between the president and the subordinates. It enhances the sense of belonging to the organization by giving them greater authority than was available in the traditional authority. HRES positively affects the achievement and continuity of the organization's objectives, as well as the linkage between the fields of studied science and the needs of the labour market.


Finally, in the light of the findings, the study found a set of recommendations, the most important of which is to adopt addressing of institutional systems that concentrate authority in the hands of senior management. Moreover, to study training needs in a scientific manner to develop appropriate training programmes. Thus, this thing can contribute to the selection and empowerment of experienced and competent staff in organized administrative work.
