دور الإدارة المصرفية الإسلامية في رفع كفاءة الأدوات المالية

الملخص

تهدف هذه الدراسة إلى معرفة واقع الإدارة المصرفية الإسلامية ودورها في تطوير وتنويع المنتجات والعمليات، وما يرتبط بالإدارات المصرفية الإسلامية من تصورات وتصرفات حيال الأعمال والخصائص التي تميزها، ومن تحديات تواجه هذه المصارف، في ظل المنافسة الحادة (المصطنعة) التي تنشط فيها وتستصطنعها المصارف التجارية سابقة العهد والإمكانيات المادية والمنتجات المصرفية المتنوعة، للسيطرة على قطاعات المال والأعمال، بعد أن أصبحت المصارف الإسلامية واقعًا يتعامل به ومعه جمهور واسع ومؤسسات بذي قدرات مالية لا يستهان بها في المنافسة المشروعة على امتداد مساحة الكرة الأرضية.

ومع أهمية عدم إغفال دور المصارف التجارية ودورها في عالم اليوم؛ فإن المصارف الإسلامية تمتلك من الخصائص والقدرات والمساحات البشرية والمادية ما يجعلها قادرة على الثبات والوجود المتحرك إلى الأمام، خاصة وأن المقاصد الشرعية في ديننا الحنيف -والمتجسدة بحفظ المال العام والمال الخاص وحفظ العرض، والدين بدستوره (القرآن العظيم) وبسنتّه المطهرة (سنّة الحبيب المصطفى -صلّى وسلّم الله عليه وعلى آله وصحبه أجمعين)، وكذلك حفظ النفس البشرية والعقل من الهلاك والدمار... إن هذه المقاصد وغيرها الكثير- عوامل قوة في الجسم المصرفي الإسلامي، لتحقيق الأغراض الروحية والمادية المتوازنة للبشر والمجتمعات، وتحقيق التوازن الصحيح  بين المصلحة الخاصة والمصلحة العامة، عبر تقديم العام على الخاص، مع تعويض المتضرر بما يتفق مع الأحكام الشرعية الإسلامية، وفي حال عدم حصول التعارض بين المصلحتين يبقى الأصل بعدم التدخّل.

ولا شك في أن الالتزام بالقاعدة الصحيحة للمقاصد الشرعية للأعمال المصرفية والمنتجات الإسلامية، له نتائج صحيحة وإيجابية على الأمدين القريب والبعيد، تتمثل في توفير المناخات الاستثمارية الصحيحة والمتوازنة لتكوين رأس المال، بالإضافة إلى ضمان صيانة أموال المساهمين والمودعين وتجديد رؤوس الأموال، والانسجام بين عملية تكوين رأس المال والاحتياجات المجتمعية، وهذا الوصف يتطلب من القيادات الأمامية في الإدارات العليا الاهتمام بالبحوث العلمية المتجددة، سواء عبر بوابات البحث العميق في التاريخ الإسلامي الثري بالأفكار والقيم العليا، أو عبر البحث عن الأدوات المواكبة لروح العصر من دون انفلات أو نسخ للماضي الإسلامي العريق، في الفكر والتطبيق.

Abstract:

The aim of this study was to investigate the reality of Administration of Islamic banking and its role in improving the department of biological products, and creativity administrative departments of Islamic banking, and the challenges faced by these banks, about the fierce competition which is active in commercial banks' previous Covenant and the potential financial and banking products varied to control the sectors of finance and business, along the Earth's surface.

     As the Islamic banks have achieved significant results and great achievements by the strong will in believe in the work of Islamic banking, this conference aims to find out the reality of Administration of Islamic banking and its role in improving the circle of diversity of products and services offered by Islamic banks, as well as find out the challenges faced by these banks, about the intense competition by commercial banks which full active its potential material for control of the sectors of finance and business over the Earth's surface.

    With the importance of not to overlook the role of commercial banks and their role in the world today, the Islamic banks have the features and capabilities and areas of human and material resources, making it capable of stability and the presence of moving to the front, especially if the purposes of legality in our religion, which embodied to save public money and private money and save the human value, religion which the Constitution (the Qur’an) and our beloved Prophet Mohammed peace be upon him and his relatives and companions) as well as save the human soul and the mind of the loss and destruction ... By Saying these purposes and many other factors, the power of the Islamic banking body, for the purposes of spiritual and material balanced among human beings and societies, and to achieve the right balance between private interest and public interest by delivering public on private with the compensation affected in accordance with the provisions of Islamic law, in the absence of discrepancy between the two interests remain the original non-interference, especially since the interest of the individual will only achieve the collective interest of all individuals.
